Consumer Law

In Greece, Law 2251/1994 and Law 4933/2022 (which amended the former) provide the framework of consumer protection provisions, making it the primary legislation regarding consumer rights. This law incorporates European Union consumer law into Greek legislation. Article 1, paragraph 1 of this law states: "The rights and interests of consumers are under the protection of the State." The purpose of this law is:

  • To safeguard the rights of consumers.
  • To protect the health, safety, and economic interests of consumers.
  • To promote consumer information and education, enabling consumers to influence market developments in their favor.
  • To support the organization of consumer associations and their participation in issues concerning them.
  • To shape a healthy consumer conscience and standards of good consumer behavior.

The provisions of Law 2251/1994 apply to all suppliers, whether they are public or private entities of any form. Specifically, these provisions are applicable in the following areas:

  • Contracts containing general terms and conditions.
  • Sales of consumer goods and warranties.
  • Advertising.
  • Unfair commercial practices by businesses.
  • Distance selling of consumer goods and services.

Consumer Law consists of many different rules that assist consumers in making informed and correct choices. It builds trust in the market and helps avoid disputes and conflicts between consumers and businesses, even leading to sanctions. The application of Consumer Law cannot be limited or excluded for any enterprise. According to this law, a "consumer" is defined as "a natural person who purchases a product that he will not use for professional purposes but only for personal use." Consumer Law provides:

  • The right to information.
  • The right to safety.
  • The right to purchase products that function and meet needs, along with warranties.
  • The right of withdrawal.
  • The right to compensation.
  • Protection from unfair commercial practices.
  • Protection from abusive terms in contracts.
  • The right to a healthy environment.
  • The right to representation.
